It may be the nighttime for the unit.

1. Go to your theme settings and check that the sunset time is later than your current time

2. Make sure that the Date/Time is synced. Go to Settings > Advanced Settings > Sync Date and Time

If the lights still do not turn on, go to Settings > Advanced Settings > Send Command > X0200
